Ok I have two Partitions in my HD right now. One is 21.0GB and I'm currently using that for Windows XP. The other is 15.7GB. So I'm wondering If I can just install Ubuntu on the other partition. Would that set up a dual boot then?

yep. Grub will overwrite the windows bootloader on the MBR and include an entry for XP on the menu screen

Yes, you can install Ubuntu on the other partition. Before you install it, make a backup of all your important files on your Windows XP partition. Be careful and pay attention during the installation of Ubuntu, so that you don't accidentally make Ubuntu take over the whole harddisk or delete your XP partition.
