How do I decide which to install?

Frostwire. It doesn't tie into your system like Limewire does, and it's FOSS. (Free Sofware/Open Source)
Also, it uses the GNUtella network. Yay.

Once I download, how do I install?

Install both - if you are using Ubuntu then click on the Ubuntu version and it will install itself.
I think LimeWire is a tad better because FrostWire will stop running sometimes until you update and/or patch Java.
At least on my machines.

Between the 2 I would say install both and see what you like. Although I don't think Gnutella can hold a candle to BitTorrent.

Both Frostwire and Limewire have Ubuntu debs at there site.

Frostwire. I see no advantage to Limewire, at least in theory. They should both work exactly the same and Frostwire is opensource.
