Generally speaking artwork shouldn't really fall under the GPL - it is more likely to be under a creative-commons licence which makes what you can and can't do more obvious.

I'd re-check the licence of the artwork you want to use - it would be pretty odd for it to fall under the GPL.

Well then you'll just have to read the licence - there are several creative-commons licenses. I would imagine you'd be ok, provided you abide by the terms of the licence (some allow you to modify, some don't, etc)
