I am quite knowledgeable with Windows but not so with Linux Ubuntu. Which is why I have to ask this basic question. How do I install “wine” on my Ubuntu operating system. I have downloaded the file “wine_1.1.5~winehq0~ubuntu~8.04-0ubuntu1_i386.deb” on to the Desktop and extracted three files into a like named folder also on the desktop. What do I do to install wine with the other applications?

Double click on the wine_1.1.5~winehq0~ubuntu~8.04-0ubuntu1_i386.deb and this will start the installer. You don't need to extract it.

You can also install wine by add/remove (Applications>Add/Remove) or by opening a terminal and typing

sudo apt-get install wine

Have you looked at http://www.winehq.org/site/download-deb ?
You can either double-click that .deb you downloaded to install it, or install Wine from repositories to receive automatic updates for it :)
