where can i download .deb packages(full)

can anyone say me where can i download full deb packages for ubuntu...
ie., i need to download it from a browsing center and install in my system..
i do not have internet connection.... is there any way to do it

Another option if you are in an adventurous mood could be to try keryx (http://keryx.betaserver.org/)
which is a fairly new project.
