Can you make this a deb package? if you cant.

How do i install it otherwise?

You didnt specify the ubuntu version. You can get the same from testing repos if it exists.

Well Intrepid will ship with this version
http://packages.ubuntu.com/intrepid/ktorrent-dbg

but Hardy has quite an older version
http://packages.ubuntu.com/hardy/ktorrent-kde4
