Is there any way to boot Ubuntu live CD but have it copy the entire disc into RAM (or RAMdisk) before booting, so that it doesn't access any file from the CD when Ubuntu live is being used?

No way that I know of. There are some light distros like slitaz which can do it. I suggest you look at such light distros

People complain every day on the forum that 384mb of ram is too high a minimum requirement for Ubuntu. Since the Live CD is about 700mb, loading it into ram would require about a gigabyte of ram, which I think would be a deal breaker for a lot of people.

Definitely check out SliTaz, it does exactly what you are looking for and is awesome in many other ways too! :)
