Is there a way to add always on top and shade buttons to the taskbar in gnome like you can in kde?

I suppose you mean titlebar (which is part of the window borders and not taskbar (actually Window List-applet) which sits in your panel and shows running programs).

In that case it is possible if you use Compiz with Emerald as window decorator. Gnome's own window manager Metacity doesn't support any extra buttons.

You can find the always on top option at the bottom of the menu, see attachment. Also, metacity can be configured with the gconf-editor to shade a window when the title bar is double clicked.
