Can Ubuntu be installed on a drive that has been formatted in NTSF?

ntfs. Yes. The partitioner reformats the drives/partitions.

Not really. Reformat the partition as ext3. It is the default file system for Ubuntu.

But the drive can be originally in ntfs.
(The Live CD has a partitioner that reformat your partitions during installation)
