I have a file that I am trying to convert but have not been able to find an application that will work or perhaps I am using them wrong.

This is the format the file is currently in:
VIDEO
Duration: 1h 32m
Size: 700.1MB
Dimensions: 480 x 360
Codec: Microsoft MPEG-4 4.2
FPS: 30

AUDIO
Codec: MPEG 1 Audio, Layer 3 (MP3)

And I want it in any format that will work on the Xbox 360. Here are formats that are compatible:

Install avidemux:
