HAL not detecting USB drive

Some new information.

If I plug the disk into another machine of mine running Gentoo, HAL detects it correctly. The only difference I can think of is that the only scsi device (i.e. USB emulating SCSI, which is how Linux handles USB hard drives) on the machine it works on. The hard disk is ATA simulating SCSI.
