Using IRC is pretty easy.

It's build into the default IM in Ubuntu (pidgin).

I wrote an easy guide to connect to the Ubuntu IRC chat using pidgin.

You could also use Xchat, that will connect to the Ubuntu Servers easy.

Irssi is the best.

sudo apt-get install irssi

when in irssi type:
/connect irc.freenode.net
/join #ubuntuforums

Is it safe? Sometimes I wanna go to IRC at my work but without installing any clients.

No need to install anything on the PC :)

Although you really shouldn't be irc'ing from work...

i have no idea what you are talking about. it connects to IRC from within a web browser, which is what you asked for.

http://webchat.freenode.net/ supports freenode.net, the server used for most ubuntu channels.

Simply type in your nickname and the server you would like to connect. It's pretty user friendly.
