How do I go about making a new interface for gimp.

I'm not sure, but you can use Glade. But I advise that you have allot of work ahead to accomplish that goal.

I haven't developed with GTK myself, but Glade is I think the most popular GTK designer, and I will not agree with rogeriopvl as only redesigning GUI (moving things etc.) shouldn't be so hard.

Time consuming? Definitely.

Bah the current glade is a pain in the neck, tryed a tutorial and oh for some reason will only let me add a file menu and nothing else.
Not the glade I remember.

Glade works just fine for me, but theres going to be a bit more to it than just drawing the new interface in Glade...

Theres a whole host of information for Gimp development: http://developer.gimp.org/, in particular, this page gives some information on how to get started: http://developer.gimp.org/HACKING. If you're new to programming then you'll obviously need to get a bit of practice in first. Sign up to the mailing list and ask the developers directly, they may be able to point you in the right direction.

You may also want to speak to these guys (they have a forum) http://www.gimpshop.com/. They have built a Gimp interface that more closely resembles Adobe Photoshop.
