KDE4 Proxy Problem

Recently, I installed the kubuntu-kde4 desktop on a machine that is running Ubuntu and has the kde(3) desktop already installed. When I set up Konqueror, I duplicated the manual proxy settings that were already working on the KDE3 Konqueror as well as Firefox, SeaMonkey, Synaptic, etc. However, the KDE4 Konqueror will not access the internet. Any suggestions?

P.S. I am currently using the new Konqueror on a computer at home that connects directly to the internet, and I am having no problems of this sort.

Since this problem is reproducible on another computer on another network, this appears to be a bug. Does anyone know how to file a bug for KDE or Konqueror?
