Is there a way that we can get the OS X API to run on Linux. Like Wine for OS X applications. If there is a way that would be really amazing.

There are various APIs, and no, unfortunately not.

Surprisingly no, I don't know of any projects to create a layer to run native OS X (Cocoa or Carbon) apps. This is probably due in part to the fact that originally they ran on PPC architecture, and only (relatively) recently switched to X86. Wine took 15 years to get where it is now, so unfortunately I don't think anything function would surface for years.
