Idea: A Google Summer of Code of epic proportions!

Imagine Google Summer of Code, open to everyone (not just students), maybe open four times per year (each season), and instead of funded by $5 million dollars, funded by $5-10 billion dollars (by the UN or some other major organization).

How can we make this a reality? :)

Alright, joking aside unless you have 5 billion to blow, or know how to raise 5 billion to fund something like this, then it just isn't going to happen. Google does it to support education, for the good pr, and to find programming talent and adopt them into the Google hive mind.
