[SOLVED] How can I know if my site is working?

It has a dynamic ip address.

It used to be where I can get to it and proxies couldn't, but now I can't get to it but proxies can.

So is my site working? (http://pspdev.homedns.org)
And why can't I get to it without a proxy or by typing 10.0.0.2?
