Can't switch work spaces

I can move windows to another work space but I cannot switch to that work space using any of the methods given in Help. The only way I can get the window back is to use preferences and change to just one one work space.

Is this a bug or is there something I can do to enable work space switching?

I've solved this by setting visual effects to 'Normal'. This got workspace switching working, and it stayed working when I re-enabled Wobbly Windows.
