I am used to rpm which allows you to list all packages installed on the system (rpm -qa) and list all files installed by a specific package (rpm -ql package). The documentation for apt-get doesn't seem to have such options. There must be a way to do these things. Does anyone know?

You can use Synaptic Package Manager for a choice of available packages

You may want to look at dpkg instead of apt-get.
dpkg --help
