Are you using compiz? Emerald? Post a little more information about your setup, and what you were doing before you had this problem.

I have just re-installed, because of the resolution problems I was having with the nvidia. Now I seem to have the resolution fixed but everything is doing this. I don't think I am using either, It is a fresh install and I have not turned either on or installed them.

No problem, but I'm still wondering why you can't enable the effects on a fresh install. Have you installed the proprietary nvidia driver? From the wiki:

Go to System->Administration->Hardware Drivers and check the box to enable the restricted drivers for your nVidia card if the option is provided.

Compiz-fusion is a great program, and if you've got a relatively new nvidia card, there's no reason why you shouldn't be able to use compiz.

Take a look here (http://https://help.ubuntu.com/community/CompositeManager/CompizFusion#Troubleshooting), if you'd like to try compiz.
