Update to ubuntu 8.04 hanging forever when installing the system

Dear Sir,

I tried to update ubuntu from 7.10 to 8.04, the system download is fine, but when installing the system and there is about 9 miniutes left, it stay there forever. The final console display is

Setting up locales (2.7.9-4)
Generating locales ...
en_AU.UTF-8 ...

It will be very appreciated if you can help with this?

Same problem here, when I kill /usr/sbin/locale-gen it continues but there are loads of messages about packages not being installed.
