The bottom panel isn't exactly the bottom panel. The programs there were the programs I used last time I had the computer on, which was like a few hours ago. I'm able to move the real panel (which is on the right), but I can't move the one on the bottom. In fact, when I right-click, it's like it not there. I just get the options that I would get if I right-clicked on the desktop. So yeah, help me please.
Edit: There's also another problem that I have. The folders that are on my desktop seem to have the same problem.
