Because they are window managers, not desktop environments.

This is wrong.
1. I am talking specifically about DR17, not 16
2. It can be used as a WM, yes and it is originally a WM, but provides additional modules which can be used as a sibstitute for other desktop environments. Don't forget the EFL foundation libraries.
