Make it run natively and not through WINE.

Picasa doesn't run through wine. There is definitely a Linux version.

it runs in a modified version of wine that comes included with it, it isn't a native Linux version ;)

Not quite. Picasa actually has its own version of wine bundled with it, so not every user has to have wine itself installed to run Picasa (though they very well could just download the Windows version too if they have wine).

Have it be a native GTK2 app.

I wouldn't care what toolkit it uses as long as it would be a truly native Linux version.
