Does the open source community have/have any plans to create a program like skype that can allows people to talk to each other over computers? and possibly to landlines like skype can?

You want GnomeMeeting2 which is due out in December (in beta form).

There is gizmo, it's not in the repos but it is an open source alternative.

Gizmo is typical linspire crap, it comes with no source - it's just like skype only it uses an open protocol, I cannot see how gizmo is a less evil replacement for skype

Gizmo is not open source, there are two that I know of that are:
GnomeMeeting2 (as was previously mentioned) - Ver. 1.2.2 is in the repos, and
OpenWengo - http://www.openwengo.com/ - needs work, but looks very promising.

what do you use then?
Right now I use Skype because when I needed VoIP about 8 months ago this was the only application I knew about that offered PC-POTS/POTS-PC, however today I'm leaning towards GnomeMeeting 2 which is showing excellent promise.
