Map drawing software

I hope you can help me with my search for an application that can draw a map. I don't mean GIS applications like GRASS, but applications that allow you to draw maps that don't exist or don't need any GPS data.

Do you know a program that can do this?

I don't know why are you interested in this sort of application, but in the event that it has to do with DMing Dungeon's and Dragons, I could find no good enough software to draw the maps as I wanted, so I used Civilization to draw some maps and print them :)

On openclipart.org there is a lot of cliparts for map making. Just use it in Inkscape and making maps should be easy.
I started to write an application for making maps for RPG games but... unfortunatelly I don't have time for this now.
