I have Gnome. I'm using Ubuntu 8.04, and I want to install KDE. Is there any way I can change to Gnome/KDE at will without messing up settings?

Sure. Just install kubuntu-desktop thrpugh apt-get or Synaptic. It will show up in your GDM log-in under Options.

You can also install the kde or kde-core packages. Kubuntu-desktop comes with everything you'd get by installing from a Kubuntu disk, kde comes with a few extra packages on top of KDE (a few games and such), and kde-core installs the minimum to get KDE to run.
