I have no idea what is F2F, but IRC are online chatrooms. If you go to Applications - Internet - Pidgin, then add an account, select IRC for Protocol, and "irc.freenode.net" for the server, you'll be able to join chats in the freenode server (it's the most popular one).

Does one need microphone/headphone to use IRC?

Nope, you just type. IRC doesn't support voice/video.

F2F is meant to be face to face...like meeting in real life somewhere. Occasionally we'll get together at a restaurant and talk Ubuntu.
