is it safe to upgrade or will there suspend still be broken in hardy?

Suspend was never broken for me, nor was Hibernate.

And live on the dangerous side. Use the -.19 kernel.

Suspend broke for a lot of people starting with -17. So it doesn't matter, if you have -17 it may already broken. It's fixed with -19

-.19 runs very well on my laptop.
