add remove program and upgrades will not word

in gnome desktop running ubuntu 8.04 on dell latitude d800 notebook. the gui add remove programs and updates will not run it starts but hangs and i have to kill the app. to exit it. how do i fix it so the gui apps work and or how do i do a system wide update with the command line?
