How do I add packages?

Assuming I learn how, how can I go about adding packages to the repositories for others to install?

You can't, the repositories are managed by Canonical and only them can modify them.
(You can make your own repos and maintain them, though)

You can have your own repository for free at Launchpad (http://launchpad.net/). Just register there and you will be given the option to activate your repository. :)
