anyone know how to draw a staple puller in the GIMP?

The path tool is your friend, get a picture of one and use the path tool to make it.

Drawing shapes like that from scratch sounds, to me, like a job for Inkscape. Have you given that one a shot?

I find the path tool works just as good as Inkscape's bezier tool but if you want the vectory look then thats fine.
