I have a system quit icon but for some reason, there is no exit icon on that page.

what do I need to do to get exit enabled again?

right click on the top panel
click "add to panel"
and then select quit
and then click add

as I said above, I do already have a quit icon.

clicking it brings up a screen with options for reset, switch user and lock screen.

What it is missing is an option to restart or shut down

ohhhh, i thought you ment that the option was only available if you went to the "system" dropdown menu

which options don't you have, the options should be:

Log Out
Lock Screen
Switch User
--------------
Suspend
Hibernate
Restart
Shutdown

Restart & Shutdown are missing.

I see:

Log Out
Lock Screen
Switch User
--------------
Suspend
Hibernate

OK, I found the answer.
In the login settings screen, there is a checkbox for "show actions menu" which was not toggled

Activating this brought the icons back.
(clicking it actually crashed X but then when I rebooted the icons were back)
