I believe that's not a real desktop but instead a proposal. You can still do a lot of customization by going to www.gnome-look.org and maybe looking into the AWN (https://launchpad.net/awn).

Right. The description says that it's a "Topaz Brainstorm" so, it's essentially an artists mockup of what a future version of a user interface might look like.

That seems perfectly reasonable at the moment. It looks like a combination of compiz and screenlets. I'm not sure how to instruct you to create a desktop that looks like that but, it's certainly possible if that is what you are aiming for.
