buy a domain expiring soon?

Hi,

I've read a little about it but whats the best way to buy/register a domain? I am interested in one that is expiring soon, is there a way to make sure I get it (or get a good chance at getting it)?

While I am at it, can anyone recommend a good host? I need Python/MySQL/PHP for sure...

This domain becomes available tomorrow I believe, I just hope nobody "snipes" it before I can.
