Can't edit users and groups

When I open Manage Groups in the Users and Groups tool everything is grayed out. I have also tried opening it with sudo from the CLI with the same result.

Have you tried clicking the "Unlock" button at the bottom of the window? It's changed in Hardy and you have to click that "Unlock" button.

The unlock button is grayed out also.

manually edit the /etc/group and /etc/passwd files till the problem is solved.
