My desktop effects "extra" is not enabling, my graphics card should be able to take it..

What's your graphics card, and which driver are you using?

Hm. could be the drivers? but i dont think there being made anymore.. i cant tell you what card i got without the sticker i took off, anyway to find out what it is?

Edit: i have ATI Radeon Mobility 7000 IGP
