I need some advice on how to remove openSUSE 10.3 and Install Ubuntu. I currently running a dual boot desktop(Windows-Ubuntu) and want my laptop solely on Ubuntu. Need some advice?

If you got yourself an Ubuntu-LiveCD, just make it boot your laptop. You still have the option of manually partitioning your hard-drive (and the option too of keeping your windows OS). For the manual partition, you only have to select the partition containing your OpenSUSE OS. modify it and that's where you could install Ubuntu leaving your windows partition untouched.

Or

If you want your laptop for Ubuntu's exclusive use: Let the LiveCD do the partitioning for you.
