Add/Remove just hangs when installing

When I try to install new programs, it hangs after I it apply. It just shows the cursor with the dots around it when I move the mouse over it.

Are you able to install anything from the terminal or synaptic package manager?

Nope. It does the same thing when I try to install the updates. New to ubuntu
