At the moment I am in Africa to build a computer network for an NGO (for a primary and secondary school)

As a server I want to use an Ubuntu-server. I brought the installation software, but need to install additional software.

The internet connections are pretty bad and it's not possible to use anything such as apt-upgrade, apt-install etc.

I'm in an Internet cafe right now and the speed is better. I'm using the webinterface and browsing through the packages and trying to download them.

This is very time consuming and is it possible to offline select the packages (and required packages) to do this?

I can probably find it somewhere but the connections are quite bad, so I'll ask some assistence here. Things that normally cost me miutes, may take days here.
Please be exhaustive in the answer because research is hardly possible here.

Thanks for the assistence.
