I'm trying to upgrade Dapper using a proxy, but I have this 111connection error.

I saw people with the same issue, but I didn't see the solutions.

A co-worker of mine said that ubuntu no longer supports Dapper, but I saw on here that people did or made an attempt to do the upgrade.

I tried:
sudo apt-get upgrade

I get this 111 connection refused error and the ip address.

I am using a proxy since I added lines to the bash.bashrc file for it.

Does anyone know how I can fix this problem? Everything has to be command line, I wanted to add a GUI with the upgrade.

I guess this error must be one of those tough ones since no one has replied nor have any resolutions been given on this site from what I've seen.
