UIs are messed up

I just upgraded to 8.04 and all my windows and apps (including the panels) look really ugly.It has never happened to me before (I have upgrades this installation 3 times).

Here is a screenshot of what exactly is going on on my screen

Use the System->Appearance menu to change your theme. You may want to install more themes using "Add/Remove Programs" or "Synaptic". Search for "gnome theme". There are a number of packages you can install for different effects.

These were the 1st things i did.I tried all the themes ubuntu had from its installation (and my custom ones) but nothing can help it.

OK problem fixed.There was a problem with the Human theme.I restarted it and everything's OK now!-1 problems to go with 8.04!

Unfortunately I was wrong.No matter how many times i change it, it will still boot with this ugly theme.And I noticed that although the theme changes for the panel it wont aplly to the apps unless I restart the theme after I have opened them...
