I'd like to know when it crops up what is planned for that release.

We'll probably know with fair certainty what will be included around the end of August, with rumors abound in June/July.

If you don't feel like eying all the mailing lists, you can learn about how things are going (from the source instead of overzealous news outlets) via planet.gnome.org and planet.ubuntu.com
Lots of entertaining and interesting writings go up there :)

Ubuntu 8.10 will be based on Gnome 2.24, so a lot of the improvements will come from that project. You can look at the roadmap for Gnome 2.24 here:
