With a new law, the Ecuadorian government prepares to migrate all its public IT infrastructure to open source.

The law has two goals:

1st. To safe taxpayer's money in licensing fees
2nd. To ensure the security of the country's IT infrastructure

Not only that the government want full access to the code, It is also rumoured that the Ecuadorian government has found spy software infiltrated by the CIA into the public servers and desktops.

Your headline is a little (I'm sure unintentionally) misleading. The decree doesn't forbid the use of close source software, but rather expresses its intention to use only open source software public IT infrastructure when possible. They leave themselves the option to use closed source software if open source software doesn't fulfill a particular need.

hmm, if they have been using windows, it won't only be the CIA that is infiltrating spyware:lolflag:
