can resize or move my windows

The section of the windows that has the line, box, and X on it is gone and I can't move any of the windows any other way. Also all desktop effects have been turned off and I can't switch between desktops.

If anyone has some tips of what I can do would be great

Ok I fixed it myself in case anyone else runs into something like this all I had to do was switch from desktop effects from none to normal

the strange thing is that I had not turned off the visual effects

Is there a way to resize a window to a specific size? For example Firefox's web developer addin lets you specify the window size to 800x600, 1024x768, etc. Is there a way to get similar functionality for all windows?
