I tried to install Chinese support through System -> Administration -> Language Support, but it also pulls Thunderbird which I do not need.

do you just need to input Chinese? or do you need the menus in Chinese?

If you just need to input Chinese , you can install SCIM
However I am not sure how to run SCIM on Hardy , because the documentation is not out yet.
I guess I'm not much help...sorry

You could probably get rid of thunderbird afterwards if you wish

You can try install scim-pinyin(or chewing etc) using synaptic package manager.
