You didn't really indicate what you meant by best. If you want something simple with a gui then Sound Converter from the repositories is pretty good.

There's no 'best' software; just software one person likes more than the order. When it comes to converting music to ogg I doubt there are more than 1 of 2 different ways to convert: most programs use the same basic tools to do it.

I usually convert commando-style :)

mp32ogg (mp3 to ogg) is in the repo's (hardy as an example: http://packages.ubuntu.com/hardy/sound/mp32ogg ) so just use synaptic.
