The circled portion at the top is? Those are some fancy graphs. And I can only get something similar in XFCE.

looks like the system monitor item for GNOME panel.

to get it yourself:

right click on a GNOME panel
click "add to panel..."
find "system monitor" drag and drop the icon to where you want it.
right click on the system monitor icon and go to peferences. you can add/remove other monitors from here (CPU, memory, network, etc)

Yep thats exactly what it is. I use it myself. Its pretty handy and clicking it brings up the System Monitor application.
