P2P Synaptic?

Lately, for me, I have found the repo's quite slow. Don't know why, but I thought: Why not make a version of synaptic or add/remove P2P?

This would be voluntary, and only activated when, say, the internet activity of a user falls below 15%, like when typing up ...something, or watching a video.
