You cannot 'share' the card but you should be able to stream the video via unicast or multicast.

Probably over kill but you could do this with MythTV. I've got a Linux box with a dual freeview tuner running Mythbackend (and MythTV frontend so I can watch TV on my TV :/ ), and I also can, and do, run MythTV frontend on my laptop and computer.

Not sure how stable the Windows MythTV frontends are really, but there are a couple about.
